Development of a City Wide Inclusive Sanitation Plan for Phnom Penh, city, Cambodia

WSUP Advisory supported the ADB in the development of a city-wide inclusive sanitation (CWIS) strategy for Phnom Pehn. The strategy set out priority investments to ensure equitable access to improved sanitation services for the city’s residents over the short-, medium-, and long-term. WSUP Advisory undertook a review of the existing policy, institutional and regulatory (PIR) framework identifying the main gaps, overlaps and areas to be strengthened to ensure efficient, effective, and inclusive urban sanitation service provision in the city. A practical and enforceable Strategic Action Plan was developed including a regulatory, institutional, and legal reform roadmap for Phnom Penh Capital Administration (PPCA). Elements of the roadmap included: business models for improvement of service delivery; phased proposals for the strengthening of institutional and regulatory arrangements for sanitation and a capacity building plan for PPCA and its private sector partners.
