Supporting Umbrella Water Authorities to increase equitable and sustainable access for vulnerable and low-income households to safely managed water services across Uganda

Previous work in the professionalisation of the Mid-Western Umbrella, the need to support the maturing Umbrella Authorities to improve service provision for low-income and vulnerable communities within service areas was recognised. The overall objective of this initiative is to ensure improved and equitable access to safely managed water focusing on low-income communities, the vulnerable and disadvantaged; and schools and health care facilities in small towns and rural growth centres across Uganda. This approach is being tested through a pilot scheme in Kabarole district to trial affordable tariffs and connection charges and develop associated policies and monitoring mechanisms. The billing system is being modified to allow for specialised processes for customers identified as low-income or vulnerable. Lessons learned from the pilot will then be shared with the other Umbrella Authorities to allow uptake across the country, improving service to underserved communities nationally.
