Project description: The $700 million credit from the International Development Association (IDA) will provide 6 million people with basic drinking water services and 1.4 million people access to improved sanitation services in seven states in Nigeria. The SURWASH Program is performance-based, targeting Nigerian States with a commitment to reforms in the sector and disbursing part of the funding based on each States progress on policy reforms and on improving the performance of state and local government agencies and service providers in delivering sustainable services in the sector. WSUP Advisory was commissioned to develop implementation guidance and performance frameworks for policy, institutional and regulatory (PIR) reforms and for performance improvement actions plans (PIAPs) for State agencies dealing with Urban Water Supply, Urban Sanitation and Rural WASH. The guidance notes and progress scales developed for this assignment create a useful systems-planning framework for WASH sector strengthening.
